The plugin manager should check for network connectivity before installing a plugin

There have been issues where certain plugins that try to perform a download of files during the boot up process and the lack of network connectivity causes failures and errors in plugins.  It is also elusive when installing a plugin if an installation failure is due to a network not available.  The plugin manager should verify network connectivity before installation of a plugin.  If the network does not become available in a short amount of time (30 seconds?), the installation should fail with an error that is clear that the network is the problem and not fail with a download error.

 

The plugins that are causing me the most issues are the Dynamix Temperature plugin and the Fix Common Problems plugin that are trying to access the Internet and fail when they can't.
